Dwayne is committed to building a Providence where every resident can thrive through greater economic opportunity, inclusive neighborhoods, and a high quality of life. His priorities focus on reducing the cost of living, ensuring residents have a voice in community decisions, and creating safer, healthier, and a more equitable community for all.

Economic Security

WE CAN ALL THRIVE HERE

Dwayne believes Providence must create greater economic opportunity while protecting residents from rising costs. He supports increasing city revenue without raising property taxes by pursuing innovative solutions such as a local income tax on high-income Providence residents and land value taxation in partnership with the General Assembly. He is committed to stabilizing rents through comprehensive rent regulation policies and reducing housing costs for both renters and responsible landlords. Dwayne also supports expanding the City's First Source hiring program to include solopreneurs and self-employed Providence residents, helping small businesses grow, create jobs, and strengthen neighborhood economies.

Inclusive Communities

MAKING OUR COMMUNITY BETTER FOR EVERYONE

Dwayne is committed to building inclusive communities where longtime residents can remain, new neighbors feel welcome, and everyone has a voice in shaping the future of Ward 11. He supports anti-displacement strategies such as community land trusts, cooperative ownership models, and first right of refusal policies to help residents build stability and wealth. Dwayne believes in democratic decision-making through participatory budgeting, robust community engagement, and transparent communication around real estate development, zoning, and urban planning initiatives. He also supports policies that help homeowners and landlords manage rising housing costs, ensuring existing residents can remain in their neighborhoods while fostering a welcoming and engaged community for those choosing to make Providence their home.

City Well-Being

WARD 11 LEADING THE WAY FOR PROVIDENCE

Dwayne believes a thriving Providence requires safe, healthy, and well-supported communities. He is committed to strengthening public safety by building trust and collaboration between law enforcement and residents while supporting community-based approaches to addressing safety concerns. Dwayne supports ensuring that social service providers have the resources needed to assist our most vulnerable neighbors while delivering services in ways that respect and minimize impacts on Ward 11 residents. He will advocate for environmental justice by addressing pollution and other health hazards stemming from the Port of Providence and the highway system that disproportionately affect South Side neighborhoods. Dwayne is also committed to ensuring that every child has access to a high-quality public education and will work to support strong schools that prepare Providence students for success.
